JOB TITLE:      Buyer   
Location: Shanghai 
1.                   PRIMARY PURPOSE AND OVERALL OBJECTIVE OF THE JOB 
             To support operations at site level (manage the local suppliers, ensure contracts’ compliance, manage suppliers’ performance) and to participate to the definition and the implementation of the sourcing strategy for the commodity he/she works for. 
   （1）Collaborates with Lead Buying at the definition of the commodity strategies and ensures implementation at local level; 
   （2）Manage RFIs & RFQs : prepares the Requirement Documents (Technical, Logistic, Quality, Commercial and Contractual requirements) in collaboration with the other departments; 
   （3）Prepares and negotiates local contracts in accordance/agreement with the global strategy; 
   （4）Defines and implements cost improvement initiatives; 
   （5）Participates to Supplier Panel selection and drives its implementation at local level; 
   （6）Manages the performance of the Suppliers Panel and helps them achieving the QCD performance targets; 
   （7）Is responsible for the QCD performance of the purchased goods and services; 
   （8）Follow up on contracts’ execution and manage a Contract Events Register that will be shared with the lead buyer and that will help in preparing and conducting global contract reviews with Suppliers; 
   （9）Prepares and reports on a regular basis on the progress of his/her performance objectives; 
   （10）Is the interface with the local Supply chain and Quality assurance departments in the management of the supplier-related issues; 
   （11）Resolves litigious situations with suppliers; 
   （12）Other tasks as defined in related company procedure, or assigned by the direct supervisor. 
Notes: Required authority will be provided to implement responsibilities listed above. 
2.                   KNOWLEDGE AND EXPERIENCE REQUIRED FOR THE JOB 
Experience & Personality:    
   （1）3 years’ experience in Purchasing; international purchasing experience in MNC preferred 
   （2）Skill of selecting & qualifying suppliers, understanding products/services, preparing & leading negotiation, total cost management, target costing, planning & organizing, managing multicultural interface 
   （3）Experience with SAP is a plus 
   （4）Excellent communication and interpersonal skill and team player 
Education & Knowledge: 
   （1）Bachelor degree or above; familiar with instrument and medical background preferred 
   （2）Good command of English in both oral and written 
   （3）Good command of Ms Office – Excel/Word/Powerpoint
